Promote and support TIM stakeholder participation in current, and future, efforts to update the CT Strategic highway Safety Plan (SHSP) to ensure TIM-related strategies continue to be included. TIM stakeholder participation should include representatives from public safety, ConnDOT, towing and recovery, etc.

Support efforts to increase awareness of CT’s Move Over Law through public service announcements (PSAs), driver education and other methods. Reach out to drivers education programs, insurance companies and the media. Develop a working relationship with the news media and other information providers.

Regularly review TIM-related policies and procedures, and propose and support modifications where appropriate. Regularly identify and support projects that would assist incident responders to quickly and safely perform their work.

Support efforts to review, and enact if necessary, authority removal legislation. Identify any existing legislation that supports authority removal. Review proposed language and ensure that all responders have the protection necessary to support quick clearance activities.

Obtain and maintain high-level buy-in for a statewide TIM Program. Establish a statewide, executive level TIM Policy Committee. Establish a robust statewide TIM program, with multi-agency support. Formalize commitment through an update and resigning of the CT Highway Incident Management Policy. Advocate for establishment of a full-time position dedicated to supporting TIM initiatives 2. Re-invigorate, or establish, and formalize a regional TIM Committee system (possibly based on the five Division of Emergency Management and Homeland Security (DEMHS) regions, or some other model).
