The Federal Highway Administration (FHWA), in conjunction with the North Carolina Department of Transportation (NCDOT), conducted a 1.5-day workshop for 34 traffic incident management (TIM) practitioners in the Charlotte metropolitan area, as a part of the FHWA TIM Workshop effort. The workshops bring together multi-disciplinary practitioners in the top 40 metropolitan areas to: (1) discuss the state of their TIM programs; (2) identify ways to improve their TIM operations; (3) collect good practices and lessons learned from the participants; and (4) provide information on the latest national information on FHWA-endorsed good practices and processes. The workshop resulted in a discussion of the TIM Program in the Charlotte area and an action plan that outlines the steps the jurisdiction will take to improve its TIM program.

Current TIM Program Status:

* Currently, there are only limited elements of a TIM program in place for the Charlotte region.

* There was better participation in the formal TIM program in past years when there was NCDOT staff to organize and champion the effort.

* Some communication and mutual aid issues are being covered in the context of the Charlotte Urban Area Security Initiative (UASI).

* NCDOT operates 12 Incident Management Assistance Patrols (IMAPs) that cover 200 miles and operate 6:00am to 9:00pm on weekdays and 10:00am to 6:00pm on weekends.
