Cincinnati Regional Update

The Federal Highway Administration (FHWA), in conjunction with the Ohio Department of Transportation (ODOT), conducted a one and a half day workshop for traffic incident management (TIM) practitioners in the Cincinnati, OH metropolitan area, as a part of the FHWA TIM Workshop effort. These workshops bring together multi-disciplinary mid-level managers in the top 40 metropolitan areas to: (1) discuss the state of their TIM programs; (2) identify ways to improve their TIM operations; (3) collect good practices and lessons learned from the participants; and (4) provide the latest national information on FHWA-endorsed good practices and processes. The workshop discussed the TIM Program in the Cincinnati area and an action plan that outlines the steps the region will take to enhance its TIM program.

Current TIM Program Status:

The Cincinnati region has a formalized TIM Program, referred to as the Regional Incident Management Task Force (RIMTF). Task Force meetings are conducted quarterly. Ohio QuickClear is a professional responder’s guide for safe and effective highway incident management. It was developed under leadership from ODOT and the Ohio Department of Public Safety (ODPS) in 2007. It is currently in the process of being updated and a statewide task force with be convened in December 2011.

ODOT is in the process of centralizing their Traffic Management Centers (TMCs) and relocating the Advanced Regional Traffic Interactive Management and Information System (ARTIMIS) operations to a single center located in Columbus. The TMC provides traffic management and traveler information functions during incidents.

ODOT contracts out Freeway Service Patrol (FSP) services in the Cincinnati region. They generally operate during the AM and PM peak periods.
