Unified Response Manual (URM) for the Massachusetts Highway System

The MassDOT
Highway Division (as of August 4, 2014), working in concert with its public
safety and life safety partners, adopted and executed this revised URM. The URM
establishes consensus among the Commonwealth’s various first-responder agencies
with the principles of traffic incident management, and it will ensure that the
various agencies across Massachusetts continue to work together to clear
traffic incidents safely and efficiently on the state’s surface roadways.
The
TIM Taskforce served as the vehicle for preparing and adopting the new URM. The
new 2014 URM reflects alignment with the National Unified Goal (NUG) and new
concepts and principles associated with TIM and the National Incident
Management System (NIMS). The new URM also reflects changes among the
Commonwealth’s transportation, safety, and first-responder agencies since the
last version was completed in 2006.
