This document is intended to be used as a guide by traffic incident responders to facilitate decision-making in the field. The goal is for law enforcement, Emergency Medical Services (EMS), California Department of Transportation (Caltrans), and other response personnel that respond to incidents on California highways to be dispatched as quickly as possible and respond to the scene and clear the incident from the traveled way and right-of-way as quickly and safely as possible. This will limit the exposure of the traveling public and responders at the scene of the incident. This extensive document is organized as follows: the Incident Command System, Incident Notifications, California TIM Laws, Incident Classification, Initial Scene Response, Arrival and Vehicle Positioning, Damage to State Highways, Adverse Weather Conditions, Coroner Considerations, Hazardous Materials Considerations, Towing and Recovery, Helicopter Considerations, Caltrans Districts and TMCs, and Traffic Management Teams.
