The Southwestern Pennsylvania Commission (SPC), the metropolitan planning organization (MPO) serving Pittsburgh and the 10 counties of the western and southwestern area of Pennsylvania, facilitates the operation of a regional TIM steering committee and localized TIM teams for the purpose of advancing preparedness, response, recovery, and mitigation efforts associated with TIM in the region.

SPC has led the effort to develop this TIM Program Guide, a resource that describes the region’s TIM efforts. The guide features an overview of the steering committee and TIM teams, including forming new teams and onboarding information; when and how to conduct After Action Reviews; the region’s approach to training; and its various outreach efforts. It also includes several useful appendices.
