This is the first of a series of articles published in FHWA's Public Roads magazine (July/August 2013 issue) to describe the new public safety discipline known as traffic incident management (TIM). A guest editorial by FHWA's Associate Administrator for Operations accompanies this article, which provides a general overview of the National TIM program and its history.
